This was a common punishment for 'collaborating' with or having more intimate encounters with a German soldier.
During World War II, women in France who had had dealings with German soldiers were shaved bald so that everyone could see that they had betrayed their country.
The women were often paraded around once their heads were shaved to publicly shame them.
Sounds like whoever came up with this punishment read The Scarlett Letter one too many times!
Given the circumstances of the war, what would the french society rather have the women do when the German soldiers made advances at them.
The Germans had the guns, the food, and ultimately, the power.
In a war situation, people sought measures to survive. The French women having romantic/sexual relationships with the German soldiers was definitely a means to an end.
While Germany on the other hand imprisoned and tortured their own women who had relations with enemy soldiers to death. I think this public humiliation was better than death, prison or torture.

Lolz, you sound naive. Soldiers invades the country, kill and plunder at will and you're insinuating that the women had conscientious choices to make. In an era when mass rape was considered a weapon of war.
If the ladies refused the polite advances, the next step is coercion into a relationship/sextionship. They would be joking with their lives and/or the lives of their family members if they do not comply.
Some ladies needn't be persuaded even. They know its the price to pay.
Being in a romantic relationship was also a means of protection from being passed around between the soldiers.
France should rather flog their men for initially running away to Britain and leaving their women at the mercy of the Germans.
The soviet army didn't even ask for a relationship, they mass raped the German women to their satisfaction. It was so horrible, some women killed themselves before the Soviets met them.

You are right, the Soviets used brute force in raping German women after German territories fell into the hands of the Soviets.
